High Level Architecture (HLA) is a new generation of distributed interactive simulation (DIS) architecture which made by DMSO in United States Department of Defense. It aims to improve the interoperability of various simulation applications, the reuse of simulation resources and afford a common integrated frame. In this Architecture, the time management is the key to ensure the logic correction of DIS and efficiency of simulation system, for most it determines the performance of the system in a significant degree.Firstly the history of DIS is been introduced, and then summarized the definition of HLA/RTI. Refer to time management technique, throughout the analysis of Lookahead, GALT arithmetic and time synchronization, the thesis explains the settings of Lookahead in specific real-time simulation system and applies it in Federation Simulation System. At the same time, the calculate method of GAL value and OPT value in GALT arithmetic have been analyzed and some solutions for time synchronization of simulation system also have been discussed.In this thesis, ship system has been divided into four parts. They are sail department, ship motion model, turbine system and control system. Furthermore, it establishes the four-degree-of-freedom ship motion model, the mathematical model of steam turbine and designs the control system based on PID method. In accordance with developting steps of federal simulation system, we discuss the federal design and development process of the various federal members, design director responsible for overall control. For the difficulties involved and combined with the study of time management techniques, we describe the simulation system, time management strategy, implementation, logical time, etc more detailed. It applies these four parts, director and Run Time Infrastructure in the computers which are on the different junctions of network. Based on method of object-oriented design (OOD), it composes director, develops the frame software of HLA Federate and finally achieves the ship system DIS simulation that is based on HLA. After federal integration completed, on the pRTI1516 software platform the federal simulation is carried out. The simulations of ship heading control and ship speed control are carried out respectively, and analysis of test results.
