Study On Community Emergency Management In Yunnan Province

Community is the fundamental structure of the society, along with the development of urbanization in our country, the community plays a more important role between the government and the public. Compared with the developed countries, communities of our country do not act as an important part in public emergency management, the Reduction, Readiness, Response and recovery mechanism is not perfect, the warning system of natural disaster and relief system is incomplete, the emergency management of community has become a weak point in China’s emergency management system.This paper aims at combining emergency practice of communities, to tease out the present situation of public emergency management of a village of Autonomous County in Southwest China. Using public emergency management theory and other sociological theory, this paper try to find out the reason behind the problems of the community, and put forward suggestions. At the same time, this empirical analysis and verification of general theory of public emergency management provide the reference for the study of public emergency management.This paper tries to put forward a new path to improve public emergency management, that is, to improve the quality of people.it is commonly believed that a good system provides a framework for people’s action. Human nature is not reliable. In a country which is on the way to modernized countries like our country the improvement of the modern management policy and system is mostly promoted by a group of people with modern management spirit.and the modern management system also create citizens with modern management spirit. Therefore, this paper proposes a way to improve the human quality, and this will become a powerful driving force to improve the emergency management quality of our country.
