Research On The Construction Of Community Emergency Response Mechanism Of "Peacetime And Wartime" From The Perspective Of Resilience Theory

The outbreak of the new crown epidemic has greatly exposed the shortcomings of emergency management in our country,and it has also posed a major challenge to the emergency management capabilities of grassroots communities.From the perspective of epidemic prevention and control practice,the downward focus has become the basic trend of the construction of the public health emergency management system.In the current environment where the global epidemic has not yet ended,the grassroots community,as the basic unit of urban emergency management and the direct barrier to prevent risks,is the key force for my country to improve the emergency management capacity of public health emergencies.Therefore,grass-roots communities need to innovate the concept of emergency response and explore the emergency mechanism of "combining peace and war" to enhance the resilience of the community to respond to public health emergencies and improve the level of emergency management in grass-roots communities.Taking the S Street community in Guangzhou as the research object,this paper firstly summarizes relevant domestic and foreign literature,clarifying the connotation of collaborative governance theory,crisis life cycle theory,and resilience theory,and constructs an analytical framework for this article to explore urban grassroots communities The construction of emergency mechanism of "combination of peace and war".Secondly,using literature research method,field research method,case study method and other research methods,to understand the basic situation of S Street community in Guangzhou,and analyze the current situation of S Street community’s anti-epidemic situation.The feasibility of emergency response is not strong,the reserve of emergency personnel is insufficient,the level of intelligence in community emergency response is insufficient,and the effectiveness of emergency publicity and education is poor.Finally,on the basis of the comprehensive analysis and summary of the previous article,this study proposes a strategy for promoting the construction of a community "combination of peacetime and war" emergency mechanism.One is to establish the resilience of the main body and improve the emergency coordination and integration mechanism;Empowering "safe communities";the third is to focus on process resilience and build a community emergency mechanism throughout the process;the fourth is to ensure hardware resilience and improve the "resilience" of the community foundation;the fifth is to consolidate ideological resilience and create a frontier of "public safety education" position.
