Since antiquity,China has had the phenomenon of non-staffing,and the officials and the clerks coexisted in the government.In the Wei and Jin Dynasties,the “official” and the “clerk” were gradually separated,forming a “dichotomy of bureaucracy and clerk” model within the government.This model has also been used to explain the temporary employees management model in the government.However,with the continuous advancement of reform and opening up,a number of economically developed towns have emerged across the country.Under the impetus of the reform of the state's administration of decentralization,economically developed towns have formed a relatively unique “county-level population,county-level issues,and municipal-level economy,town-level preparation” organizational environment.In such an environment,developed towns are facing more severe human resource dilemmas.In this regard,developed towns have more temporary employees from the market to participate in government administration to alleviate the shortage of manpower and change personnel according to their actual conditions.The way of employing has formed a completely new management model.The contingency management theory not only provides a good theoretical guidance for the development of new management models,but also explains how the economically developed towns can change the way they use and manage non-staff personnel,and form a new management model.Ground analysis perspective.Based on this theory,this paper analyzes the use and management methods of temporary employees in three economically developed towns in Dongguan.The analysis found that the temporary employees in developed towns are no longer auxiliary forces in traditional towns and villages,and their personnel size has far exceeded that of bureaucrats,reaching several times or even dozens of times,which is the main force in government governance.In the use of posts,temporary employees not only undertake some simple low-end work,but all the positions in the government departments,which is the backbone of government administration.With the large-scale and extensive use of temporary employees,various economically developed towns have established a relatively complete personnel management system,which has broken the cognition of people's original “bureaucratic split” mode and formed a new personnel management model — Quasi-strategic structure.With the deepening of the research,the problems of legal dilemma,lack of quality and flexibility of the existing management model were found,and the reasons for the problem were explained from the limitations of local contingency reform and the mistakes in management methods.For the dilemma of management mode,the article provides policy advice from the perspective of top-level design and local practice.The study found that the use of temporary employees in economically developed towns is determined by the organizational environment,and the quasi-strategic structure of temporary employees is an inevitable result of the use of existing personnel.Therefore,although the model has a series of problems,governments at all levels should take the initiative to recognize the transformation of the management mode of non-staff personnel in economically developed towns.From the central government to the grassroots government,we should proactively improve the laws and regulations of non-staff personnel in economically developed towns.And safeguard mechanisms to ensure the rapid and stable development of economically developed towns.
