Surrounded by sea, and known as “State of Sea”, Japan has never stopped itssteps in safeguarding its maritime rights and interests. Japan has always been indispute with other countries over the issue of territory. Therefore, the maritimesecurity management is the most important in defending its maritime rights andinterests. In this part, Japan Coast Guard plays a significant role.Japan Coast Guard, founded on May1,1948, serves as the administrative agencyto keep maritime security and safety. It is now a part of External Bureau of Ministryof Land, Infrastructure, Transport and Tourism. Its main functions include themaritime security management, maritime traffic safety management, salvage,maritime environment protection and maritime disaster prevention. It aims to keep themaritime security, to ensure the safety of the maritime traffic, to curb the shipwreck,and to avoid maritime disasters and pollution to create a safer environment at sea. Bythe end of2011,there were12671employees in JCG with the budget178billionyen(11.6billion RMB) in2012.JCG is made up of five functional departments:Administration Department, Equipment and Technology Department, Guard andRescue Department, Hydrographic&Oceanographic Department and Maritime TrafficDepartment, with11districts and other training agency, such as Japan Coast GuardAcademy and Japan Coast Guard School.Japan Coast Guard has always presented itself in a timely manner, particularly inresolving the territorial disputes in Chinese-Japan, Korea-Japan, Russia-Japanrelations. Japan Coast Guard now has strong hard and soft power. Moreover, JapanCoast Guard adjusts its functions and tasks with the ongoing situation, and plays anirreplaceable part in handling multi-national disputes over territorial waters andmaritime security management. The change of Japan Coast Guard’s role will inevitably make an impact on China. Therefore, we should keep a close look on thedevelopment of Japan Coast Guard and take corresponding actions timely.The source of the paper is mainly collected from Electronic Journal SearchingSystem of digital library of Ocean University of China, the official website ofMinistry of Land, Infrastructure, Transport and Tourism, Japan Coast Guard, andother agencies. The author obtains the source from other theses, public, general andregular publications, and relative items, such as legal article and Diet’s record, etc. Inaddition, the author also refers to the paper material from the library of OceanUniversity of China, data rooms of the Japanese Research Center and OceanicDevelopment School.By the methods of empirical analysis and comparative analysis, this paper showsthe strategic status of Japan Coast Guard in Japan’s maritime safety with the emphasison its impact to China. Through the comparative study on the differences in the aspectof comprehensive oceanic management between China and Japan, particularly in theaspect of the maritime law enforcement, and on the maritime management system,mechanism, advantages and limitations, the author proposes corresponding solutionsaccording to the national conditions, and provides intellectual support for theimprovement of China’s maritime management and protection of national maritimerights and interests.
