A Study On The Construction Of Urban Communities In The Western Underdeveloped Areas From The Perspective Of "Good Governance"

Since the reform and opening, our economic system has changed a lot and our social formation has undergone a kind of transformation from traditional society to modern society. With the disintegration of "unit system", more and more people have come back to the community and increased the feeling of community requirements and belonging. Under this new situation, the construction of urban community rose gradually with the development era. Community building relates to long-term development and daily life of the community residents. The contents were comprehensive, including all that related to community development and community affairs. The Orderly building of the community not only depends on democratic autonomy, requires vigorous supports of the government, and needs a wide range of positive participation of the community residents. Moreover, we should learn from the successful experience of community building at home and abroad and respect the local conditions and realities. Taking the community construction of a small and underdeveloped cities of the western community in our country as a research object, through field survey and with the help of interview and questionnaires method, the author conducted a overall research in a small city on the western (Wuwei City, Gansu Province).In addition, this article analyzed the status quo of the local community building from all sides, pointed out the achievements, problems and reasonable solutions.This article is composed of five parts. The first part is the introduction. The author analyzed the theoretical and practical significance of the topic, the research status at home and abroad. In addition, the author expounded research ideas and methods of the article, and briefly discussed the basic concept.The second part is the interpretation of the theoretical basis of the community building, including good governance, unit system transition, structural reform and double drive of society and the government.The third part used the interview and questionnaires methods, the author explained the status of Liangzhou community building in detail and the achievements. The author discussed strategic planning from the management system of community organizations and community service development, and concluded the experience achievements from the community culture and health construction.The forth part pointed out the problems and analyzed the reasons of the Liangzhou community building. The paper pointed out the following main problems:relatively backward infrastructure on the whole, unsound community management system, indifferent participation consciousness of urban community residents, less prominent and community culture construction; the lack of regional culture characteristics and professional talents to manage the Liangzhou community.The fifth part worked out corresponding solutions of the construction of Liangzhou community from the view of good governance, which were summarized as follows: actively absorbing community development and community construction experience at home and abroad; improving the infrastructure on the basis of and economic development; establishing a new community management system model on the basis of respecting the local status; educating the consciousness of the citizen and the participation; cultivating the local characteristics of the local area with the help of the innovative thinking; expanding community professional workforce and improving the quality of the community management.Through a comparative analysis, the author not only analyzed the successful experience of some areas of the city community building, but also absorbed the reasonable construction of foreign and domestic urban communities. At last, the author explored the opportunities and challenges the city community faced in the process of development with a more scientific and rational way.
