Research On Difficulties About Assessments Of The Rule Of Law In Underdeveloped Areas Of Western China

In March 1993,"Ruling the country by law and building a socialist country ruled by law" was written into the Constitution.Twenty years later,the Third Plenary Session of the Eighteenth Central Committee of the CPC put forward in the Decision on Several Major Issues of Comprehensive Deepening Reform that a scientific index system and assessment criteria for the construction of the rule of law should be established.The report of the Eighteenth National Congress of the CPC in 2015 established the basic establishment of a government ruled by law as one of the important goals of building a well-off society in an all-round way by 2020.This series of legislative provisions reflects the importance that our country attaches to the construction of the rule of law.Next year is the deadline for building a well-off society in an all-round way,and the evaluation of the rule of law in all parts of China is also in full swing.However,there are still great differences in the evaluation level of the rule of law in all regions of China.The evaluation of the rule of law in the three regions is in a state of extreme imbalance.The evaluation level of rule of law in the underdeveloped areas of Western China is obviously lagging behind that in the developed areas of middle,East and west.The western underdeveloped areas have different legal environment in the evaluation of the rule of law.The special geographical environment,religious beliefs,historical traditions and national habits make the evaluation of the rule of law in the western underdeveloped areas different from the national universal evaluation system.The study of the difficulties in the evaluation of the rule of law in the underdeveloped areas of Western China is conducive to understanding the environment and resources of the rule of law in the underdeveloped areas of Western China,formulating an appropriate evaluation system of the rule of law,broadening the scope of application of the evaluation of the rule of law in the underdeveloped areas of Western China,strengthening the local construction of the rule of law,and promoting the overall completion of the strategy of rule of law.This paper studies and analyses the difficulties in the evaluation of rule of law in the underdeveloped areas of Western China from five aspects.First,it gives people a general understanding of the evaluation of rule of law by introducing and explaining the evaluation of rule of law.Then it expounds the current situation of the evaluation of rule of law in the underdeveloped areas of Western China,and then leads to the difficulties in the evaluation of rule of law in the underdeveloped areas of WesternChina.Then it aims at specific difficulties.Point problems and corresponding solutions.Finally,through the case study of the rule of law evaluation system in Sichuan,one representative province in the western underdeveloped areas,this paper provides practical examples for the application of rule of law evaluation in the western underdeveloped areas and enhances the practicality of the article.
