| The 19 th CPC National Congress’ report pointed out: "The agricultural and rural peasants’ problem is a fundamental issue related to the national economy and the people’s livelihood,and we must always take the "Three rural issues" as the top priority of the whole party’s work.The system of villager autonomy is a basic political system established according to the actual situation and specific national conditions of our country to ensure villagers’ direct participation in the management of state and social affairs,and the broad masses of villagers are directly involved in the construction and development of our country’s rural areas.Arousing people’s enthusiasm to participate in political life plays a positive role in promoting rural economy and political construction.The 19 th CPC National Congress report pointed out: "to improve the party and state supervision system.We should strengthen the restriction and supervision on the operation of power,let people supervise the power,let the power run in the sun,and put the power in the cage of the system.Democratic supervision is the key link to realize the villagers’ autonomy,the important guarantee of the villagers’ democratic election,democratic decision-making and democratic management,and the important guarantee of the smooth implementation of the villagers’ autonomy system.Compared with the central and eastern part of our country,the underdeveloped areas in the west are relatively backward in economic development,imperfect in infrastructure,backward in the ideology of villagers and village cadres,and democratic supervision has become the weakest link in villagers’ autonomy.It hinders the smooth implementation of villagers’ autonomy in the western underdeveloped areas.By using the methods of literature analysis,empirical investigation and comparative analysis,this paper makes a preliminary analysis and reflection on the democratic supervision of villagers’ autonomy in the underdeveloped areas of western China.The paper is divided into four parts.The first part is a summary of the theory of democratic supervision in villager autonomy,and discusses the related concepts,theoretical basis and content of democratic supervision in villager autonomy.The second part discusses the significance of democratic supervision in villagers’ autonomy in western underdeveloped areas.The third part analyzes the main problems and causes of the democratic supervision in the villagers’ autonomy in the western underdeveloped areas.The main problems are that the villagers’ participation in democratic supervision is low,the villagers’ supervision consciousness is weak,and the villagers’ ability is insufficient.The channel of villagers’ democratic supervision is single,the process of villagers’ democratic supervision is formalized,and the village affairs are open and opaque.The basic reason is that the low level of economic development restricts the democratic supervision,and the low political quality of villagers and the weak consciousness of accepting supervision are the main internal reasons.The main external reason is that the democratic supervision system is not perfect and the supervision environment is not ideal.The fourth part puts forward countermeasures to the existing problems and reasons.On the basis of revitalizing the rural economy,we should improve the political quality of the villagers,improve the consciousness of the village cadres to accept democratic supervision,and at the same time,perfect the democratic supervision system in the villagers’ autonomy and purify the supervision environment. |
