For the past few years, kinds of emergency events occur frequently, also the scale has been expanded. The life and property of people are facing a very serious threat.In response to emergencies, the lost due to failure of emergency decision-making can’t be ignored. Such as the 2000 Sichuan Yibin Nanmen bridge collapsed. Four months ago have found cracks, but the relevant departments make a wrong decision, that lead to the disaster. In 2006 US hurricane Katrina event, government making mistakes, resulting a confusion of relief funds, causing millions of losses. Emergency decision-making has become one of the key factors of emergency disposal.Therefore, research on emergency decision-making is significant. Because of the special of emergency event, there is little time during the process of emergency decision-making. The great difficult of task requires people who have more and more experience, knowledge, emotional, and psychological characteristics such as cognitive mode. The high dependence of people’s psychological quality is the fact that does not dispute.In this study, starting from the perspective of psychological research, take qualitative research paradigm grounded theory research methods, collect emergency managers experience through interviews, extract a complete emergency management decision-making system. Subjects choose the experienced people who led or took participate in emergency management for more than 10 years, use recording devices to collect their emergency decision-making experience, forming a recording and text files, build an emergency decision-making model of the manager. The main results are as follows:First, building manager emergency decision-making process model, this model contains access to information, define problems, target-setting, the design and select of decision and the implementation of decision.Second, building manager emergency decision-making factors model, this model contains emotions, willpower, values and experience.These two models constitute the model of management emergency decision-making. This study was designed to explore the essence of emergency decision-making through the real interview data. And improve its theoretical research, provide empirical support and help for the study of emergency decision-making. Meanwhile, provide new ideas for the selection and training of future emergency decision-making managers.
