National Park is a model for their own precious, unique natural and cultural resources for effective protection and use of internationally accepted, in the course of a hundred years of practice, more than one hundred countries around the world have established a multi-up to1,200national Park, national Park is proved by practice can effectively balance protection and development of this contradiction protected mode. Third Plenary Session of the Party’s eighth national park system clearly established, Yunnan Province in1998began to explore this new national park protected mode,2008, the State Forestry Administration formally approved the construction of Yunnan national parks, led by pilot provinces, after ten years of exploration and practice, the current Yunnan has built Pudacuo, Meili Snow Mountain, Xishuangbanna eight national parks, becoming the country’s first national park system in the initial establishment of the provinces.Meili Snow Mountain is located in the "Three Parallel Rivers" world natural heritage heartland, precious resources and landscapes of international significance, the Yunnan provincial government levels for special resource Meili Snow Mountain has the consistency of understanding the value and status, and is committed to promoting the Meili Snow Mountain development and construction of the national park.Zoning is the implementation of the planning and realization of basic tools and means management goals. Protected partition management is to manage the way the international community generally taken conducive to the effective protection of resources and the environment, protected areas play a variety of functions; partition management effectiveness evaluation is an important way to grasp the important resources are protected and managed effectively protected, Situation conducive to master each partition management, discovery partition management problems in a timely manner and take appropriate measures to improve management, enhance protected area management to promote the quality and level.In this paper, Meili Snow Mountain National Park for the study, a comprehensive analysis of literature, field surveys, expert advice and other methods to build partition management evaluation index system and the validity of the theoretical framework, design four partitions management effectiveness quantitative formula, more accurate management effectiveness to calculate the composite score four partitions, partition management put forward a more targeted proposals and measures in accordance with the district management problem. The results showed that the composite score four partition management effectiveness evaluation are:strict protection zone (I District)75.68points, conservation areas (II District)83.94points, recreation display area (III District)71.42points, general control zone (IV District)65.27points (sub-district in which the park service42.43points,22.84points the traditional use of sub-district). Strictly protected areas, conservation areas management effectiveness as well, showing recreation areas, general management effectiveness for the general control zone, where the general control zone lowest overall score, reflecting the Meili Snow Mountain National Park recreational facilities backward, manage service levels to be raise other issues, and proposed management strategies targeted. Although aspects of the research aspects of research methods, evaluation index system have yet to be improved, but the improvement of the Meili Snow Mountain National Park, partition management, improve service level management, develop strategies for sustainable development and so has great reference value.
