Research On My Country’s National Park Management System

At present,my country’s economic development is gradually shifting to the road of highquality and comprehensive development,and the improvement of the ecological environment has also received more attention.As an important part of the construction and development of ecological civilization,national parks have also received more and more attention from academia.After 6 years of exploration and innovation of the system and mechanism,my country officially established the first batch of 5 national parks in October 2021,and the construction and improvement of the supporting national park management system is also advancing day by day.These are also my country’s development towards ecological civilization.an important step.Therefore,it is of great value and significance to study the management system of my country’s national parks and analyze the management mode selected in the actual operation of my country’s national park pilots.The research of this paper is based on the theory of ecological politics and public goods,adopts the method of literature analysis and case analysis,and selects three pilot units with typical management models as the research objects for case analysis.The Northeast Tiger and Leopard National Park,the Giant Panda National Park jointly managed by the central and provincial governments,and the Sanjiangyuan National Park entrusted to local management,through the analysis of the status quo of the three pilot units,it is found that there are currently unclear institutions and powers in the pilot units in my country.The demarcation is unclear,multiple management is still prominent,and supervision is not perfect.At the same time,a comparative analysis method is used to compare the successful practical experience of the United States,Japan,and Germany,combined with the current situation of the pilot units and the successful experience outside the region,and put forward suggestions for improvement,including the central vertical management model,which can better implement the central ecological environmental protection spirit,and all existing provincial governments.The managed national parks should gradually transition to the direct management mode of the central government.At the same time,in order to cooperate with the integrity and improvement of the national park system,the central land rights in the national park field should be rationally divided,and multi-party cooperation should be carried out to realize the coordinated co-governance and management of national parks and improve the national park.Legal support for the park management system,improvement of the supervision and assessment mechanism,etc.It is hoped that the research in this paper can provide meaningful suggestions for the subsequent development and improvement of my country’s national park management system.
