As a new growth point of the world economy, the cultural industry has become the main battlefield of economic competition; the major developed countries have regarded culture industry as the pillar industry of national economy, and spare no effort to develop cultural industry. In order to achieve the new growth of the national economy, our country urgently needs to transform the economic growth mode, adjust the structure of economic development; then the cultural industry has become a perfect choice. Since2004, a scries of cultural rcvitalization policy have improved the policy environment of cultural industry.the development form of cultural industry in our country from the government-led reform gradually to the participation of cultural enterprises. The added value of cultural industry in China increased from344billion Yuan in2004to1.1052trillion Yuan in2010. the absolute value of the added value of six years up to761.2billion Yuan, with an average annual growth rate of23.6%. In2011. the added value of cultural industry in our country’s legal person units is1.3479trillion Yuan, up21.96%from2010, higher than the present price of the GDP average annual growth rate of4%, maintained a rapid development momentum. Under the good momentum of economic development, regional imbalance of development still exists. What is the reason of the difference of regional development and which factors driving the development of cultural industry all of these questions become a concerning issue.By exploring the driving force mechanism of cultural industry development and driving factors. This paper is aimed to established our country’s provincial culture production and the development level of evaluation index system.at the provincial level in China as a theoretical basis for regional cultural industry development driving force level evaluation index system, and based on the existing data. the article analyzes the differences in the levels of regional development driving force, based on the existing data, analyzing the driving force of regional development level difference.Owing to the results of factor analysis, we get the four driving factors: demand factor. cultural resources factor, cultural innovation factor and cultural policy factor. According to the comprchensive score of these factors, we can have an intuitive understanding of the cultural industry development driving force level of31provinces of China (city, autonomous region), and through cluster analysis, these provinces can be divided into4categories. By plotting Radar, the paper researches the internal differences of those areas, and then put forward to some strategies to improve the development of cultural industries in those areas.
