In the Second World War, after paying huge casualties and heavy losses, the anti-fascist allies won the war. In Chinese Anti-Japanese War, though China’s military and economic strength are far behind Japan, Chinese People were not afraid of strong enemies and made joint efforts to pin down the vast majority of the Japanese army, which was a strong support to the strategic counteroffensive of allies. Meanwhile, China also paid heavy price for victory. There were tens of millions of military and civilian casualties and innumerable economic losses. As the most important strategic filed of Nanjing National Government, Suning district with rich economy and culture for a long history was suffering a fatal blow in the war, additionally, natural disasters took place frequently here. As a result, Suning district fell into dilapidated state after the war, and countless refugees in need of relief became homeless and wandered from place to place.After World War Ⅱ, in order to raise goods and materials to help the belligerent States to get recovery, and to relieve the refugees, in November1943,41countries held a meeting in Washington, and established the United Nations Relief and Rehabilitation Department. In order to get aid, National Government established the Relief and Rehabilitation Administration in January1945, which consists of15Branches in charge of rescue work of all regions, among which Suning Branch had assumed the task of relief and rehabilitation of Suning region. During its two years, Suning Branch followed the spirit of the United Nations and the Relief and Rehabilitation Administration to work in complicated environment and civil war. It carried out a lot of work, such as repatriation and relief of refugees, assist the relief of social welfare and health care utilities, mining, agriculture, irrigation rehabilitation work for economic recovery. It had played a positive role in economic recovery and social development. Even though the total Suning Branch in the line of work made many mistakes, it was not easy to achieve such results under difficult conditions and in complex situation.
