With the acceleration and enlargement of people's life, remote video conferencing system becomes more and more popular. Using this system can save a lot of travel fee and time, improve companies' response to changing market and shorten the time of cycle for above leaders to make policy decision. Conference can be held and training instruction can be given at any time. So it is warmly welcome in different walks of life. However, it will cost a lot of money to have it, although well-rounded systems have appeared in the market both at home and abroad. The cost is between hundreds and thousands of yuan and millions of yuan. Based on present internet situation where stream media technology plays the core role in video conferencing system, this dissertation shows the problem solution plans with high audio-video compression rate, automatic adjustment of essential wide band to user's need. The advantage is low cost (It will do by only connecting a microphone and a pick-up head with a PC) with efficiency, convenience and flexibility which can be applied to a LAN Operating System as well as to internet. This system can also be used by individuals and collectives. Till now, it is the best solution to remote instruction video conferencing system used not only by individuals but also by companies, governments, remote treatment hospital and remote instruction schools. This dissertation consists of the following parts: general introduction of video conferencing system, video compression technology based on Wavelet Transform, basic concepts of stream media, general idea about three major stream media technologies in the world, description of video conferencing system solution plan with window media as the typical example, the configuration under firewall, content security management and window media assessment.
