Along with the rapid development of internet and information technology, to build e-government becomes more and more urgent, and meanwhile, how to guarantee the security of information transmission has draw more and more attention of government departments. Information security problems have also been listed in the agenda. Based on the current situation and development trend of Chinese e-government, this paper proposes one solution of folk organization management system based on certification technology, and it will build more reasonable, more convenient and comprehensive security platform for electronic government. Realize of recognition of identities in the communications, e-government solution to the existing transmission system of data security and identity authentication. And moreover, it assists nongovernmental organizations to build a unified and a safety management structure of administrative management platform thereby enhances the efficiency and reduces the cost of the building of e-government targets.This article focuses on specific application of digital authentication technology in Management System of Shanxi Folk Organization, and around this center it introducs thoroughly main design modules of the system, as well as a detailed description of the specific realization, and combines digital authentication technology with the safety of the system design, and finally it presents the main module of the whole application software.The paper mainly includes:First of all, in this paper, the overall design of the system architecture is introduced, which consists of IIS+JVM+SQL three parts, this would enable the combination of the Java language and good website. In this framework, a user data signatures, encryption, verification, security of data transmission and to achieve the non-repudiation.Secondly, based on the research on the application of digital authentication, this paper introduces an effective e-government security solution, which adopts the "SSL+ digital authentication" approach. And it applies the thought of digital authentication technology in Management System of Shanxi Folk Organization. On the basis of research on digital authentication technologies, the paper discusses digital authentication technology application's level. Digital authentication to the ongoing development and application of technology to do an in-depth discussion and research, they also put forward a number of authentication technologies based on the direction of applied research, that is, development of a "digital authentication security platform". Through the research on theory and application of digital authentication technology and the design of specific projects, we sum up the applications of the digital certificate technology. And we can see that if we want promote the development of network security; we must strengthen the application of digital authentication technology in the building of network security at this time.Finally, on the basis of these specific programs designed, the paper completes confidentiality, authentication and other security functions of the design and software implementation. It mainly realizes digital certificate authentication, digital signature, encrypted transmission and other functions. Meanwhile, it gives a detailed description of the major module and software designs.Looking at digital authentication technology prospects, as full swing of our country's e-government and the perfect of technology, more and more government departments will be aware of the advantages of digital authentication technology. Its application will be more extensive.
