This paper is carried on with the topic of improving the medical service in Three Gorges area. The medical service of Three Gorges area is far behind the average in our country due to the bad transport condition, telemedicine can benefit the local people due to its great utility. So it is necessary to improve the medical service by mobile telemedicine system. The 2.5G GSM communication networks is in use at present in our country, and the 3G GSM communication networks will be put into use in near future. The transmission speed is slow because of the limited bandwidth of the communication networks. The physiological data to be transmitted have to be compressed to fulfill the capacity of the communication networks. So the communication networks can be fully used to transmit the physiological data. This paper accomplished the following tasks according to the problem mentioned above: First, discussed the development of telemedicine and the development of data compression in the world, and proposed the way to solve the medical problem in Three Gorges area. Second, mainly studied the law of ECG (Electrocardiograph), DCT (Discrete Cosine Transform), WT (Wavelet Transform) and Quantization Coding, and compressed the ECG data by the algorithm based on the author's research works. And found that the good performance of the compression technique based mainly on the sound process of the coefficient after ECG being transformed. This part is the key content of the paper. Third, simulated the algorithm by Matlab6.5 on PC, and the performance showed the algorithm is feasible and effective. This paper also made a good foundation of being implemented by DSP in future. The telemedicine will definitely be developed towards Personal Monitoring System based on various communication methods. And more physiological data will be transmitted by telemedicine system, so the compression technique will act as an important factor. Besides, the future work of the system was forecasted according to the practical application of the mobile telemedicine system.
