With the rapid development and popularization of Internet, Multimedia Communication has shown increasing application prospect in Video Conference, distance education and the management supervision. It also plays an important role in military realm and GCW (Group Cooperation Work).This dissertation focuses on the design and development of a long distance command and exercise network system based on the modern communication technique, especially Multimedia Communication and modern network technique.We study and analyze the international standard of the video conference, related agreements, key technique and products and establish the design scheme of the system according to the fact. The system follows the international standard of the H.320 videoconference. Under the standard, the command post is the main assembly room and other works are the meeting terminals. Here, Star Network and drive-response synchronization are adopted and function module is used for the terminal and MCU. Advanced equipments are utilized for the collection of video and audio. The mature technique and advance equipment guaranteed the quality and stabilization of the system.This dissertation also gives the principle of the key function modules such as MCU and the terminal, makes the full research of the work circumstance of the concrete equipment and the information flow of the network system.At last, the system realizes the real time transfer of the multimedia information such as the video, audio and data between the command post and each works. The trainees can carry on "the pen talk", document transmission and discuss problems in the sharing whiteboard. The system provides convenient, vivid and efficient exchanges and collaboration which crosses over the space.
