Nowadays the science and technology develop with each new day, and the advancement of internet and information technology is changing people's life greatly, at the same time it also brings profound influence with the enterprise management. The enterprise management information system is the typical application of information technology in the aspect of enterprise management. It can effectively manage the data of enterprise, and these data can be saved, used and shared effectively. As the old industrial base, Heilongjiang Province, must think much of the information technology to improve the development of tradition industry, to complete the deep transformation and comprehensive promotion of the old industrial base.In the intense market competition, to survive and grow, the request of enterprise to management information system is higher and higher, but the extant management information system has the certain insufficiency generally, such as they have the custom-made characteristic obviously, and are not able to transplant between the enterprises, and the system's adaptability is bad; when we constructs a new management information system we must begin with star very time, so the phenomenon of repetition work is serious; the process and the interface are not standard, the systems of different enterprise are unable to share information; the development cost is excessively high, and the cycle is excessively long, so we can't optimize the system function.In order to solve these problems, many experts and the developers carried on exploring unremittingly from the different angle, proposed the soft component, the middleware, and the third party module based on opening source code and so on.This article unifies the strong learning capability of the artificial neural network, the strong adaptability and the large-scale parallel handling ability, to solve the complex question which is non-linear and non-structural in the management information system, and the designers have developed the platform of management information system based on the artificial neural networks. The system has achieved strong compatibility and great expansibility, and can meet the dynamic needs of the enterprise development; it has good openness, and can integrate information with other systems which have been existing; the investment cost is low, and the development cycle is short; reusability is high, too.Briefly, using this development platform of management information system, the developer can omit the compiling process of complex source code, and according to user's demand they can set the corresponding parameters and the mapping relations, so the developer can directly produce concrete management information system, without profess limit, and can enhance the reusability of software.The developer does not need to care about the realization detail of platform,and they only need to pay attention to the application technology of the platform and enterprise's service model, so this system can reduce the complexity of development work. Enterprise's administrators and the service personnel also have the ability to participate in the development of the management information system, so using this way we can improve development quality of the work, reduce greatly the development cycle and save the development cost.
