With the rapid evolution of air transport business and increasingly busyness of air traffic, air traffic control (ATC) is more important. Because of continuous rise of air traffic flow, more and more burden is placed on the air traffic controllers. Therefore, current air traffic control requires more controllers, and train of air traffic controller need to be improved on quality and quantity. At the same time, all kind of practice and train must be executed at simulation train equipment except especially situation in order to ensure safety of flight. So it become clear that air traffic control simulation system has to be developed. This paper is based on development process of our national air traffic control simulation system. At first, it summarizes general situation of air traffic control system and indispensable of air traffic control simulation system. Then, modeling and development process of ATC simulation system from the point of view of modeling and simulation are detailed, and process of constituting the innermost part of this simulation system, that is, flight simulation and compute is introduced particularly. At last, the result of system simulation is analyzed and compared with the real system. In this paper, separated parts are described below: (1) Depiction of technology of modeling and simulation that is used in simulation system. In this part, introduce ideal basis of development of simulation system. At first, basic conception of modeling and simulation is simply described. Then method and approach of modeling are depicted. At last, modeling and sorts of system simulation are introduced and basic steps of system are described in detail. (2) Structure analysis and design process of ATC simulation system. Work principle and logic structure of ATC simulation system are analyzed detailedly. According to real situation, C/S system mode is adopted to be the basic structure of ATC simulation system. At the aspect of network communication, link-oriented way that ensures reliable transmission of data is used. In the following part detailed design for database, server and simulated pilot are represented. (3) Design for flight simulation model. Flight simulation is kernel content of ATC simulation system. Therefore, flight simulation model also is the core of whole system modeling. In this part, aircraft model, flight process model and flight environment are depicted detailedly. Aircraft model is a mathematics model that is derived from basic aerodynamics. It represents aircraft entity and restrict of performance of aircraft itself. Flight process model is an additional model on the basis of aircraft model. It is used to control the aircraft to fly by definite flight plan. Because of considering the restrict of environment and weather condition to flight of aircraft at the real situation, model about weather condition is set up, hereinto wind model is essential. (4) Result analysis of system simulation. In this part, result of system simulation is analyzed after system is complete. And some typical situation is given to compare the simulation of aircraft flight with the real situation, then result is made and reliability of simulation system is validated.
