This paper discusses applicable problem of information system and summarizes the basic theories of SCM, information engineering (IE)'s subject database (SDB). We think that central problem of SCM is "Bullwhip Effect" ,and its solutions is to realizes information share to establish a high level data environment whose centre is SDB, we regard SCM with SDB as Flexible Supply Chain System(FSCS). SDB is helpful to establish a steady data base. Moreover, the paper supplies the steps of SDB's establishment and global system framework. This paper thinks that the concrete implement of SDB technology must combine with the current DB technology and considers the concrete kind of application system to do logical design, physical design and optimized cooperative management. System design must base on data quality and consider the system capability to solve system bottleneck.Basing on a concrete case of information system, this paper analyses business of enterprise, establishes an enterprise model and ascertains the basic entities of enterprise which bases on service lifecycle. We improve the model on compatibility of entities and establish SDB, C-U matrix by analyzing integration of entities. Moreover, we ascertain main kinds of system are OLTP with historical data and DSS, and tablespaces are logically arranged by analysing application system kinds to form a universal physical programming, a best storage strategy with many iteration and the design schemes of OLTP with historical data and DSS. Designing the rollback segment and computing the transactions is to certain the best rollback segment parameter. We use computing principles to estimate affairs of business and use TPC-C to compute storage requirement of system memory and outer storage.This paper ascertains size of the system's main data object and system parameters—pctfree and pctused. Basing on system logical design and physical, we ascertain that the main backup way is offline backup and assistant backup way is export and realize system automatic backup. In the data interface design, data exchange mainly use background DB to straightly insert data to realize the coherence of system relative data. Combining with foreground and background technologies, we implement three safe levels, DB account, system privilege and object safeguard. Finally, we have a capability test and analysis on the three aspects-fragment, subsection storage and storage scheme.
