How to serve for the users satisfactorily is the goal of the library. With the rapid development of the network technology and the appearance of the network users, the libraries are changing the traditional service model for the users. Under the circumstance of the network, the libraries are actively exploring the model how to serve for the network users.Now, how do the libraries serve for the network users? From the angle of survey, the paper regards the American libraries as compared object, points out the deficiency that the Chinese libraries exist in serving for the network users and comes up with the suggestions. The purpose of the paper is to analyze the actual service condition according to the survey result.The paper firstly discusses the particularity of the network users, gives their broad and narrow conception and analyzes their general and special requirements. Then through entering the Chinese and American libraries' web sites, the paper takes up the Internet survey about the libraries' service for the network users. By using the comparison, synthesis and induction, the paper analyzes the result of the survey and the service character of these libraries. Next, from the different points, that is, from the setup of the service item, the content of the service, the object of the service and the theory of the service, the paper compares the service differences for the network users between the Chinese libraries and American libraries. As there is difference between public library and university library in service tenet and service object, so sometimes the paper compares them respectively. Aiming to the problems existed, the paper comes up with the suggestions for the Chinese library to improve the service for the network users. This part is divided into two portions. One is to better the current services. The other is what the author suggests.
