With the magnificent expansion of network, both in the types of network elements and the software components to manage them, driven by the increasing requirement of different services, it is getting more impertive to seek a means to deploy the network management tasks and services in a fast, ubiquitous and automated way.The traditional network monitor and cofiguration method that hasn't unified standard and patterns can't satisfy requirement. How to manage network resource efficiently, carry out reasonable configuration for network resource, achieve fault, performance and safe management, this has become the important research subject of network management increasingly. PBNM technology and the network management technology based on MA should be so given birth to as advanced network management method. PBNM technology is put forward by IETF organization. PBNM system is composed of five components: Policy Management Tool,Policy Repository,Policy Decision Point Policy Enforcement Point and Common Open Policy Enforcement Point. PMT offers the GUI to network administrator for input, modification or deletion of policy and relevant information. PR is used to store policy and relevant information. PDP know the state of the network devices and can configure and rectify the policies in the devices. It can also receive the requests from PEP and make policy decisions. PEP is the component that enforce policy on network devices. To manage through policies, consequent network devices have to be configured with policy information by PEP. MA technology is the combination of software Agent technical and distribution calculate technology.The concept of MA is a software entity that can transfer from one host to another, and interactive each other. MA is a kind of special software Agent.MA has a lot of basic property such as autonomy, response, initiative, reasoning and besides mobility, namely MA can move from one host to another and complete designated task representative user. Since MA may transfer freely in software and hardware network environment, therefore this kind of new calculation pattern can reduce the network load in distribution calculation efficiently, raising communicate efficiency, adapt variety network environment dynamically, and have very good safety and the ability of fault tolerance. Just have such much advantage, its application scope is also very extensively and the network management based-MA is just a aspect of application. This paper has put forward the network management method of MA-PBNM on the foundation of thorough research MA technology and PBNM technology, and has carried out research, design and realize for resource monitoring modular. MA-PBNM network management method combines MA technology and PBNM technology perfectly through the way of policy-driven. In MA-PBNM network management method, still adopt the PBNM network management frame that IETF puts forward, but have led into MA technology as realization means.This makes PBNM system realize more easily , and has increased the flexibility of PBNM system.In the MA-PBNM system, we define two kinds of MA according to function—interdomain communication MA(PDPDMA) and domain communication MA(PEPMA, PDPMA).The mainly function of PDPDMA is coorperation between domains when users'request need mutildomain. The domain MA has two classification according to diferent dispatcher. PEPMA completes network incident notice and PDPMA takes charges of policy distribution. In MA-PBNM system, MA has replaced COPS protocol, this has not only strengthened system heterogeneous, but also scalability. This paper further research, design and analysis for the resource monitoring modular in MA-PBNM system. MA-PBNM system should be a flexible one. To assure the performance of the network, it must make policy decision according to the present network state and update policy as soon as the state of the network changes.To realize the flexible application of the policy, it is necessary to offer monitoring for the state of the network. Without monitoring, the administrator can only passively respond to the problem that has already taken place, but can not prevent the emergence of these troubles ahead of time. Through customizing SNMP events that is influential to PDP's decision in advance and informing and triggering PDP to take specific action and reconfigure polices when these events occur, so as to achieve the flexibility of network management. We define the Classification mechanisms of SNMP object and trap based on analyzing their characteristic, and model UML paradigm for monitored objects and traps, create the monitored class monitor.
