With the increasing of government procurement, the problems of low efficiency, high cost and long period which caused by the handwork of traditional procurement have affected the ordering of government procurement seriously. So we try to do government procurement on the Internet, and we call it e-Government Procurement.To transfer the whole purchase system to the network, the security and reliability of the system must be considered. It is the precondition that the system can be accepted by the all users who participate in the government procurement.Basing on the work flow of the e-government procurement system, the author analyzes the concrete work flow and gets some material security demands. Then according to these demands, a set of rounded safeguard is designed. It contains identity authentication of all sorts of users, the protection of the confidentiality and the integrality of data transporting, realization of the anti-denial function, and so on. We take elliptic curves cryptography as the Encryption and Decryption algorithm to realize PKI, and combine it with AES to complete the encryption of important data. Comparing with the RSA system which is popular at present, this system is more efficient and secure. Moreover, the paper analyzes the authorization structure and does some regulation on it. Finally, we realize the system roughly with the security mechanisms presented in the paper. And by the testing of relational departments, the system with these security mechanisms can assure the security and reliability of the e-govemment procurement.
