The fast development of information technology and Internet bring about the irreversible development trend of the information resources in the world. A lot of redundant information makes it difficult for the users to find the information resources they need. How to structure, manage and maintain plenty of information and to provide effective service for the users becomes an important and imperious task of research. Some researches about information management system are carried out asfollows:1. The Topic-Map based information resource management system isconstructed. The classification of domain information and metadata description are realized, concept-matched semantic retrieval and rule-based retrieval are implemented,the link is offered to the WWW information by hyperlink through metadata description of electronic information resource, the renewal , maintenance and security of information management system are offered too.2. Construct domain ontologies: According to Ontology, the model of information resource domain is constructed , the steps of constructing ontologies are offered in detail and the topic map ontologies are built , the rules are built at the basis of directed relationships.3. The algorithm of concept-based semantic retrieval is presented, including the structure of semantic retrieval, semantic implication retrieval, semantic association retrieval and so on.4. Rule-based reasoning retrieval is implemented. Using the inherent reasoning mechanism of the tolog query language, implement the rule retrieval and present the retrieval result in tree-like structure to the users, to help them get best retrieval result.5. A concept similarity algorithm is presented. Based on the concept space provided by Topic Map, we analyze the concept similarity, whichprovide some reference information for the users and implement domain resource increment service.6. The synonymy and homograph problem appearing in retrieval are resolved, trying hard to improve the effect of retrievals.
