With the rapid development of computer, network, and semiconductor techniques, a digitiligation information revolution is taking place in the world. In the course of digitiligation information, although the majority people didn't experience the picture archiving and communication systems, PACS, and facilities and benefications brought by it, they are not unknown to PACS as an important mesns for medical information. Some hospitals with good facilities are building or planning to build PACS, obtaining important experience. It is certain to say that PACS is one of the important marks for a hospital to go into digitaligation information era, and the key to the full share of medical information source, and an indespensible constituent of information management mode "centered at hospital" to clinical information system and distance medical service mode "centered of patient" .In the paper, the design and implementation of a medical picture process terminate PACS system are given.Firstly, an analysis is made of DICOM standard Chineseformat and inage transmission, followed by the design of View-Picture.Secondly, a full and complete PACS system concept (PACS architecture based on DICOM, total structure of PACS system, and standard DICOM picture surface design) is introduced.Thirdly, the analysis is focused on the realigation of function modul for the process of medical image system (e. g. conversion between standard DICOM pictureand computer direct process image format, geometrical transformation of medical image, strengthening of medical image, and comporation of the difference between med-picture process and normal calculation process), and on medical picture compression work done by View-Picture.Fourthly, after analysis and research of current medical image compression technology, according to area dividing compression based on ROI in JEPG 2000 standard and compatibility of both lossless and loss method, the Unite-Compress based on ROI characteristic is put forward.Finally, implementation of the soft, a summary of work is made and further direction is given.View-Picture is on the key constituents in PACS system developed by Human Huabo science company in conjunction with Xiangya hospital. At present, the system has been put into work and has achevied good result.
