Nowadays, the telecontrol has been ligament between Hydro-power station and dispatch center. The telecontrol protocol also develops to a status that all kinds of protocols coexist today.Standardization is derived from the long period of manufacturing activity of human society, and is also a important sign of economic developing and social progress. It is not just assign a protocol that we already known, but design a new protocol that has all-sided function and high performance which is developed from protocols we used today.In the first chapter, the general situation of telecontrol of hydro-power station and actuality of telecontrol protocol are introduced. In the second chapter, some common used glossary such as telecontrol, telecontrol protocol, main station, sub station, frame, telecontrol channels and telecontrol mode are mentioned.Two major kinds of telecontrol protocols are discussed in the third chapter, one kind is based serial port, the other kind is based network. CDT protocol, SCI801 protocol, SERIES V (S5) protocol, MODBUS protocol, μ4F protocol and 101 protocol are based serial port communication. DL476-92 protocol, TASE.2 protocol and 104 protocol are based network. The framework, working mode and characteristics of these protocols are also discussed in the chapter.There haven't a acknowledged standard to evaluate a protocol. This paper tries to evaluate a protocol by its function and capability. It thinks four evaluating factors should be considered when evaluating a protocol, these factors are speed, efficiency, veracity and channel busy rate. In the fourth chapter, some major protocols are evaluated by the four evaluating factors.In chapter five, a new protocol which is named PCD protocol is put forward. The framework, working mode and characteristics of PCD protocol is discussed in this chapter, and its function and capability is also analyzed by the four evaluating factors. By evaluating, we can draw a conclusion that PCD protocol have a perfect functionality and a high integrative capability. We can use this for reference for the study of the standardization of telecontrol protocol.In the last chapter, the subject of the standardization of telecontrol protocol are discussed, the circs of the committee of the standardization of telecontrol is introduced. The paper also forecasts the future of telecontrol and its protocol.
