Information transmission has become a crucial component of the society since we entered information epoch and the technology of the Information transmission has got the enormous development. With the great development of the digitized technology, people have paid more attention to the technology of digital video signal transmission. As the code technology of digital video developed constantly and being more and more mature, a large number of video code application schemes have appeared. In most code schemes, H.264 is the most effective standard of the code and decode at present. With the same quality of the refactoring image, H.264 can saving 50% of the data stream of the H.263 and MPEG-4 standards. Because H.264 can cover all the application of low broadband and high broadband and has the feature of strong strong error resilience. H.264 is especially suitable for the wireless video transmission which is low broadband and has high rate of losing package and serious interfering. According to the prescribe of Baseline Profile, we bring forth a simple decoder's structure on the basis of research and the analysis of the crucial technology of the H.264. By the object oriented analysis and design using OMT technology, we develope an object oriented software framework of the decoder. Direct against the complexity of the network data transmission and the problem of the network bottleneck, we advance a useful management mechanism of the data stream and the mechanism of the adapter layer of the operation system which can make the HDecoder suitable for the difference of the different system. Based on above, we finally implement a decoder, which measures up to the H.264 standard, and in the level of the algorithm and the instruction, we propose several optimizing schemes. We also make a simple comparison between the H.264 algorithm and other mixed code framework algorithm. Based on deep analysis of the impact on motion compensate﹑quantization and transfoem to compress efficiency, we not only bring forward the common problems which the decoder of the mixed code framework need to solve but also put forward a basic strategy of motion compensate block's size.
