As a new product pattern, software has become an indiscerptible part of people's production and life, and the quality of software has a direct relationship to the safety of people's life and fortune in many fields. So the people's requirements to the software quality become more and more high. With the development of software production, software quality control and software quality evaluation has become a very important subject of software quality research.The quality of software has close relationship with the software engineer process. In this paper, based on the improvement of software engineer, combing the theology of CMM and TQM, a new framework of software process improvement is built to make the consistent process improvement.In the evaluation of software, the affirmation of the quality factors is the most important part.In today's activity of software quality assurance, there is no unified and standard model to confirm the quality factors and weight can be reference. The confirmation is realized by the professor grading and the questionnaire, which is not universal and reappearance. In the three-dimension quality assurance system, using the current rules to deduce on the knowledge base which is formed in the software type dimension, the weight of quality factors can be confirmed the dimension of software type, and the quality factors are formed in the software quality dimension. Then the software quality can be graded by the judgment matrix and calculation formula and the quantitative quality evaluation can be realized.In this paper, a three-dimension quality assurance system, which cover the software quality activity form three parts: the software process, the software type and the software evaluation, is build to realize the quantitative quality evaluation and total quality assurance..
