With the enlargement and developing by oneself of Internet application, Hardware platform, operating system, application software and various kinds of real-time business become more and more complicated, which propose heavy challenge to Internet that adopts Mobile IP technology. PBNM is a kind of new-type network management mode, and it emphasizes automatic management. The realization of management is finished through the implementation of policies. Under terms of the network service, PBNM does not need to program again, so long as it revised corresponding management policies, can change the attribute and behavior of the administrative system. PBNM can meet the extremely high variation and real-time character of Mobile IP network. PBNM is a new management scheme of Mobile IP network. PBNM in Mobile IP network relates to concrete management, and the study for the pivotal technology of each concrete management becomes new study task. The study of these pivotal technologies has an important effect on the quick and large-scale application of Mobile IP to network. The paper mainly studies policy-based QoS management and registration management in Mobile IP network. Policy-based QoS management in Mobile IP network is the import aspect of policy-based management of Mobile IP network. Policy-based QoS management can constitute different policies according to SLA, control the requirement that each user puts forward, provide corresponding services, and can effectively management network resources. Policy-based QoS management has two work modes: the outgoing mode and the providing mode. What the outgoing mode provide is policy-based an admission control, and PEP requests an instant admission control decision from PDP. For example, in IntServ network,When PEP accepts RSVP signals every time, it will request an admission control from PDP which managements PEP. COPS-RSVP is the communication protocol between PDP and PEP. The providing mode fits static and advance configure structure, for example, in DiffServ network, PDP makes a centralized control for DSCP and PHB of per flow, and configures the control policies to PEP. PEP deals with per flow according to the policies that has been configured. COPS-PR is the communication protocol between PEP and PDP. Considering the advantage of IntServ and DiffServ, the management framework of policy-based end-to-end QoS has been put forward. Wireless access network use IntServ, but core network use DiffServ. The access network adopts the outgoing mode of policy-based QoS management, and the backbone network adopts the providing mode of policy-based QoS management. The frame supposes that edge routers of backbone network can recognize RSVP message, but they have no organization that deal with RSVP message. When edge routers of the backbone network receives active Path message and passive Path message, PEP in them will encapsulate Path message to COPS-MRSVP request message, transmit to the PDP of the backbone network for requesting the admission control, and select appropriate route. When edge routers receive active Resv message and passive Resv message, PEP in them will pick up parameters of Resv, create COPS-MRSVP request message, send, and send to PDP. PDP selects for policies from LDAP and judge whether resources can be reserved. IF resources can be reserved, PDP will send decision message to PEP, decide PHB that the FLOWSPEC of Resv mapped, set the DSCP value according to the corresponding services request, and transmit correlative parameter configuration information of DiffServ routers in reservation path to PEPs. PEPg accep the decision message and finish the configuration to routers. The core routers of backbone network only support BA class. They don't deal with Path messages and Resv message, and only transmit them. After the reservation path is created, QoS can be guaranteed when data packages pass through the DiffServ network. The framework implements IntServ in the DiffServ through the system controlled by policy, and on the whole, implements the end-to-end QoS gurantee. The framework also supports dynamic SLA negotiation, and the negotiation processes between IntServ domains and the DiffServ domain. The dynamic negotiation negotiates and adjusts SlA parameters according to the network state, allows the parameters of a sub-network to be more easily modified more than once, so that improves the utilization ratio of network resources. The COPS-SLS protocol can be used for the dynamic SLA negotiation. Policy-based registration management in Mobile IP network is that the registration progress of mobile nodes is added the policy control. At present, Mobile IP includes two technologies—Mobile IPv4 and Mobile IPv6. The progress of policy-based registration management is different between in Mobile IPv4 network and in Mobile IPv6 network, and the protocol, which PEP communicates PDP with, also is different. In policy-based registration management of Mobile IPv4 network, the protocol that PEP communicates PDP with is COPS-MIP. COPS-MIP is the extended protocol of COPS, and it is a draft that has been defined by IETF. COPS-MIP is defined according to Mobile IPv4, and its objects, for example, Fixed-length Portion Object (FLO) for the Registration Request and extension object,are all defined according to messages...
