With the development of digitalization, GIS is wildly applied in many fields. Geographic information could be 3D visualized by virtual reality technology, and this is very important to change GIS's application from 2D to 3D. The architecture frame and its functions of electric power communication network GIS System are designed and realized in this paper. The universal program tool (VC++) is used as the development tool to realize the GIS functions, such as querying, location, zooming and monitoring. The GIS function is realized by the MapX component based on ActiveX technology. The 3D scenes are created by the OpenGL technology in VC++ development environments. The visit to the alarm database in the 3D scenes is realized by ODBC programming. Electric power communication network based on VR-GIS can improve the managerial ability of electric power communication network in an all-round way.
