A learning objective is a explict and concrete statement of skills, activities or accomplishments that an instructor would like the students to be able to demonstrate at the end of the instructional period in question (module, lecture, course.etc). It can provide the teacher with the goal of the teaching-learning process and a clear framework for assessment.It also can provide the students direction and a goal for learning,so students have a better opportunity to stay the course when they know the goal of the learning. Despite the fact that it is important for writiing learning objectives, many courses are developed and taught with either a ambiguous, incorrect, or incomplete set of objectives. No more some software for learning objective can settle these questions completely.In accordance with the above questions, this paper was inquired into the active statement of learning objectives, and put forward four principles to be followed. This paper also simply analysing the guidance effect of classification theory of the learning objective, Meta-cognition Learning Strategy.the zone of proximal development.the Scaffolding learning theory and advance organizer study tactics when writing learning objectives.As a result of the analysis of content of courses and learner, we can write out concretely learning objective in the progress of instructiona system design. Therefore the analysis of content and learner is bring into being two major premises to write learning objective.the method of writing learning objective is the basis to learning objective, so these three are the central factors that influence learning objective. Analyse to this tripartite's factors,and taking the attribute of this tripartite's factors, can providing the basis for writing objective of individualization.To write objectives.there are two kind of method: one kind is user write ojectives manually, and another kind is develop objectives under the support of database of objectives. As for second kind method ,it adopt to Case-Based Reasoning technique, thus for the formation of objective provides the support of intelligentization.The principles .methods, factors of influence formation of objective and Case-BasedReasoning technique, formed the theory and technology foundation of the system. On this foundation.this paper analysed the functions that the learning objective system should possess, and designed the structure of system, at last gives the realization of critical modules.
