Mobile Ad Hoc Network is a self-organized network with dynamic topologic structure and free movement of nodes. It has become an important researching field to build Disaster Emergency Communication with Mobile Ad Hoc Network technology. By using Mobile Ad Hoc Network in Disaster Emergency Communication we can set up communication network immediately and move freely when disasters happen. To apply Mobile Ad Hoc Network in Disaster Emergency Communication we will face many challenges which include physical layer, media access control (MAC) layer, network layer and application layer.In this paper, MAC layer and network layer of Mobile Ad Hoc Network are studied. And a simple remote control system is designed for Disaster Emergency Communication, which is based on Linux. Firstly in MAC layer, STDMA technology is used as Mobile Ad Hoc Networkphysical layer. Thus how to design a efficient Slot Assignment Algorithm is main problem we must resolve in MAC layer. To encounter this difficulty a new slot assignment algorithm, Slot Assignment of Spatial TDMA in Ad Hoc Radio Networks Using Fuzzy Set Theory, is proposed. This protocol can dynamically control the utilization of slot by using Fuzzy Set to predict the mobility of the mobile host. By using Fuzzy Set in mobility prediction this protocol finely resolve bad flexibility of traditional resource allocation scheme, which is proved with OPNET simulator. Secondly in network layer, according to model of mobile nodes in disaster emergency communication network, a usable Ad Hoc routing protocol that is based on position based Ad Hoc routing theory is proposed for disaster emergency communication network. Position service of this routing protocol is based upon GSM SMS (GSM Short Message Service) with which mobile nodes can reliably and exactly update and require position information. And wireless bandwidth used to send position information also can be decreased.For limited bandwidth Ad Hoc network whose topology changes frequently a new topology-based ad hoc routing protocol is designed, which is topology-based best proxy MANET routing protocol.
