The study of radar target optimum polarization scattering in the rain-clutter under various kinds of antenna-polarization restricted is presented in this paper. This text proceeds with the study of the scattering of the individual rain drops, which is distributed with the Weibull size of combining the rain drops that is counted , calculate out the scattering matrix of the rain belt. While studying the target in the rain, this text exploits the rain belt transmission matrix offered by the existed document to calculate the scattering matrix of the infinite medium cylinder in rain-clutter. To the question of the relevant goal , for the cylinder in the rain and in the free space ,radar received power and optimal polarization have analyzed and calculated according to " three-step work ". For non-relevant goal,Lagrange factor method is mathematically utilized to find the optimum polarization state and last power asked. With respect to polarization and filtering wave, express the received-power of the goal signal and of the rain-clutter wave respectively with Kennaugh matrix, then PDSC with the polarization state of receiving and transmitting radar antenna to show, Lagrange factor method is also taken to find antenna optimum polarization state.It is also discussed how to get the optimum polarization state of the antenna when the PDSC is optimum. Not only the power of cylinder in air but in rain are used in calculating the PDSC.
