Tracking maneuvering targets in strong clutter is a principle technology for TV tracker. Because of its value in military, the advanced western countries keep it in secret. In this field, there exists a gap between our country and the advanced countries. So it is extremely important for us to do theory research as well as application research in the field. This paper proposed a target detection approach based on wavelets analysis after studying characters of maneuvering targets in strong clutter. Then a target tracking method based on hidden Markov models was proposed. A maneuvering target model was established to produce experimental data for simulation of target tracking method. The simulation result proves that the proposed method can correctly track the target without missing tracking or false tracking. To further test validity of the proposed approach, we tracked the target with low Signalolutter Ratios (8CR) in the sky and skyea respectively. The experimental results show that the target detection approach based on wavelets analysis can correctly detect the target and the tracking method based on hidden Markov models can successfully track the target. The paper totally has six chapters. The technology of tracking target in strong clutter was reviewed in chapter one. The research contents and the resolving problems were stated after that. In chapter two, the statistical characters of maneuvering targets were analyzed using two kinds of typical video signal with low 8CR. The target detection approach based on wavelets analysis was proposed in chapter three. The features of three wavelets using in detecting targets with low 8CR were studied. To further state the essence of the approach, we compared it with that based on edge detection. A maneuvering target model was established in chapter four to produce experimental data for target tracking simulation test. The correspondent simulation software was programmed as well. In chapter five, a target tracking method based on hidden Markov models was discussed. According to the model produced in chapter four, we do the simulation experiments under three kinds of typical maneuvering rates. The implementation for the proposed ? target tracking approach was discussed in chapter six.
