The passive radar is a new radar which emits nothing, can not be detected by the foe so that it is easy to survive. For the foe's, it has the property of low detective probability. It plays an important role in modern ECM.Firstly the operation principle of passive radar and its ways to locate are introduced which includes three kinds of methods in target detecting. They are ADOA location, TDOA location, ADOA-TDOA location. And the analysis of effect and measure precision is separately made for different location ways. In the paper, the emphasis is on the TDOA location passive radar system and its digital signal processing which appears in the modern engineering. Aimed at different signals, it adopts different methods to process different signals. And by pairing the signals among the every points, their time difference are gotten. In the measures of the radar pulse parameters, a new phase-shift method is adopted to get higher TOA and PW measure precision.Lastly the digital signal processing block made of FPGA+DSP is presented.
