With the development of multimedia and IP (Internet Protocol) network communicating technology, video conferencing system based on IP provides an environment space with omnibearing multiple media perception including audio, video, text, as well as graphics for users in different areas. By this system they can communicate with each other in the nature mode, and will be a necessary demand and technological hotspot for the modern society. Owing to most of video conferencing systems depend upon hardware more deeply at present, therefore, it is main research that realize the technology of multipoint control and multimedia stream transmitting by software, instead of costly and dickey hardware parts of video conferencing system traditionally.In this paper we first refer to the development of multimedia communication, following describe the construction and components of video conferencing system and developing trend in future, analyze the protocol and key technology in detail which including of in video conferencing system. This system adopted Java Media Framework (shortended form JMF) as exploitation platform. Java Media Framework provides a common cross-platform Java API for accessing underlying media frameworks. JMF provides a unified architecture and messaging protocol for managing the acquisition, processing, and delivery of time-based media data. By seamlessly extendability of JMF to support additional content types and formats, optimize handling of supported formats, and create new presentation mechanisms. By exploiting the advantages of the Java platform, Java delivers the promise of "Write Once, Run Anywhere".In this paper adopting the construction of C/S(Client/Server) to design video conferencing system. The technology of Java Swing components provides better support for developing of system interface, at last analyze the key and difficult technology detailedly appeared in system, and offers the concrete project to solve.
