E-Business refers to the electronic trade activities of every stage in the whole trade course. When E-Business becomes more and more complicated, the complicated trade or contract that needs to be negotiated about by both parties should be dealt with electronically. Thus the requirement of the system long-range bidding through Internet is put forward. Furthermore it brings forward the requirement of setting up the bidding system facing to E-Business for the bidding people in difference land all over the world to offer real-time long-range bidding. The bidding system is very important to the triumphant implement of E-Business. At present the systemic research about bidding system from theoretical study to practical application is few. This paper focuses on the design of the bidding system frame based on E-Business. In advantage of the fine independence, intelligence and interactive ability of Agents, the coordination of both trade sides and the process automation are realized. The bidding principle based on Agents is proposed and the disadvantage of the existing bidding system is analyzed. Based on the systems demand analysis, the conceptual model and function model of bidding system based on Web is provided. And the tactics of the competing price of systematic is discussed. Under the electricity market model which omits the distribution and transport of electricity but is entirely competing, the comprehensive trade model, which integrates the bilateral trade model and the broker's trade model, is put forward. The electricity market bidding model based on Agent and time tactics is provided, in combining with Web service and distributing technology, meanwhile, the information processing model of the system is provide.The bidding system is designed based on simplified electricity market model combining with the characteristic of the electric market and the universality and particularity. The system information interaction adopts Agent technology, which has integration, expansibility, reconfiguration and bidding tactics. The system offers interacting platform which is needed by buyers and sellers to the spot transactions of the electricity market. And the statue of the power plant and that of consumers is equivalent. The system has practicability in some degree which has advantage of the competition in electricity market and the effective configuration of the power resource.
