The paper ,"The key technology of stream media and its application in Non-Real-Time Education System"is developed by integrating the"Non-Real-Time Education System" which is one task of MOST's(Ministry of Science and Technology) National Key Technologies R&D Project of the Tenth five-year Plan:"Network Education Key Technology And Demonstration Project". The paper is to study the key technology of stream media and develop corresponding prototype system to impulse the development of network education of our country combining media on demand technology fulfilling the requirement of network education, at the same time try to own the media on demand system with independent copyright.The paper begins with the rationale of stream media. First it introduces the related formats of stream media such as the familiar media compress format(the serial standards of MPEG),the Microsoft stream media format (ASF) etc. Then it introduces two types of network protocol in detail based one network transfer features of stream media: the real time transfer protocol (RTP) and the real time stream protocol (RTSP) and presents a typical framework for media on demand service. In addition, the paper emphatically studies a new coding blue print that is more suitable for network transfer and presents a bandwidth self-adapt transfer strategy based on RTP/RTCP that is illumined by the traditional bandwidth-detect algorithms.The paper also introduces the media on demand system suitable for "Non-Real-Time Education" which is designed and developed by ourselves. It describes the architecture and function models of system, uniform authentication of demand. Then, it introduce the design and development of one resource management server based on Struts framework and one media on demand server based on RTSP&RTP which has some limited ability bandwidth self-adapt in detail. At last, it introduces the test circumstance and analyses the result of test, and make some discussion to the improvement of system.
