The System Researching On Ratepaying Evaluating And Relative Software Development

Ratepaying Evaluating is a certain system to monitor and analyze the tax revenue source, in which Tax bureau collect ad analyze the ratepaying information and make a judgement whether the ratepaying behavior is right or not in comparing with the former data. This system has been used in the west already. But in China, it didn't come into being the concept "The Gold Project of Tax" until the middle of 90s.Through the constructing for nearly 10 years, Tax bureau make the Intemalization and informationlization in the tax declaring ,collecting of taxpayer and checking by using CTAIS. Thus, make a certain information technical basis for the Ratepaying Evaluating System.Through taking a lot of researching from the Chengdu Hi-Tech District State Tax Bureau in Sichuan Province, we get an index about the tax flow and the way about tax evaluating in Tax Bureau, and develop the software of Ratepaying Evaluating System(test version). This project is divided into 8 steps: possible researching and planning, demanding analysis, general designing, careful designing, realizing, setup testing, done testing, using and repairing. It takes waterfall model in the living period and Sybase database and PowerBuilder 9 in technique, setting up the service center to collect, analyze and decide the Ratepaying Evaluating. Considering the quantities in data exchanging, counting, analyzing, this system takes C/S model, realizing the central storage of data and technical structure of management, supporting the cooperation of multi-offices and long-distance login,making every relative office get the information of the taxpayer wholly, timely andexactly. It serves for the decision- making: make the central management of theRatepaying Evaluating database and run normally.The test version has been used in Chengdu Hi-Tech District State Tax Bureau, andgotten a good result from it. Its basic data will offer the source for the "Tax DataWarehouse" in Sichuan Province in the future.The former part of this whole passage is just discussing the whole system ofRatepaying Evaluating (including the flow and evaluating index), the latter part isjust reporting the project of the Ratepaying Evaluating System (test version) inChengdu Hi-Tech Tax Bureau.
