With the development of "Golden Card Project" in China, RF(Radio Frequency) card technology has been more and more widely applied in all kinds of trades, especially in these fields such as industry automatization, commerce & finance automatization, transportation administration, security & guard, military affairs & national defence etc..Compared with magnetic card or contacting IC card identification technology, the communication between RF card and its reader is contact-less. The system can be used in more occasions, because it can perform multi-object identification as well as dynamic object identification. Thus, its appearance and development have driven and will further drive the renovation of modern people's paying style and it will be more and more widely used in non-financial areas. Also it will lead to a conceptual revolution of human being's future life style by which RF Smart Card is one of the most important, convenient and indispensable tools in 21 st century.With a thorough understanding of RFID and RF card technology, the author designed and developed a complete set of contact-less RF card toll system. Followed by some RFID system had been applied in some foreign countries and China recently, the author adopted the newest technology to design & develop this system. Of course, it is a basic research work for the development of new products in future.Firstly beginning with the former development history and the future development direction about RFID technology and contact-less RF card technology, the paper introduces them in brief. Then with the introduction of the construction of contact-less RF card toll system, the paper discribes the basic principle of it and some key techniques related to it in detail. Following this, the paper discourses the design & development procedure of the system hardware heavily, including the types and features of RF card, antenna and RF module as well as the structures, functions and connections of each part of the RF reader,including MCU, LED display circuit, keyboard's circuit, RS232 interface and EEPROM. With this, the paper introduces the software design of the RF reader in the system, including the general software design of MCU and every parts of the keyboard's function programs. Further, the paper recommends a PC terminal software named RF Card Tolling Administration System and describes the serial communication software, the database query & administration software as well as the interface of this system. Besides, the paper discusses the system's security and emphasizes the importance of integrative security. Finally it summarizes the whole research work as well as the prospect of the project, and points out some features that need improved.
