From the global technological view, Web Services has already not merely been a concept. No matter the dynamic E-Commerce that IBM sponsors, or the so-called "software as a service" which Microsoft advocates indicates that the research and practice are being carried out to make this technology more advanced.However, Web Services is still an increasingly developing technology. Web Services registries have traditionally had a centralized architecture consisting of multiple repositories that synchronize periodically. As the number of Web Services grows and becomes more dynamic, such a centralized approach quickly becomes costly and impractical, let alone the efficiency and scalability. In contrast, it is more complicated to build and search Web Services in decentralized manner. Because the registration information is distributed to every node, searching efficiency is hard to achieve. What's more, frequent searching also causes broadcast storms. Therefore, experts and scholars are doing a lot of work to solve the above problems.In this paper we generally introduce the history and current situation of P2P calculation mode. Then we give an idea about building Web Services in P2P manner through comparing P2P and Web Services. After studying some current P2P web models we propose a new two-level P2P model to establish Web Services network. We also improve the existing searching strategy to adapt to this model and present a new approach to maintain load balancing.We adopt JXTA platform of Sun Microsystems to build P2P Web Services. This paper provides an overall introduction to the JXTA technology, including network architecture, key concepts and protocols. Next, it further presents common modes to build and utilize JXTA pipes and services. At the end of paper we implement an Automobile Services Prototype System after analyzing the realization mechanism of P2P Web services. The design of system classes and some key processes are also presented.
