Plant is the operation basis for an enterprise. The condition of plant has a direct effect on the production quality and capacity of a business, determining its service level. Especially for the flow type industry, because of the particularity of its manufactory process, there is more highly demand for its plant management.Nowadays the flow type industry occupies an important position in the whole industrial system, is an important pillar industry in the national economy and also is an important component of the manufacturing industry. It mainly deals with continuous or intermittent material flow and energy flow. Products are usually made in form of large lots. The steel industry belongs to the flow type industry. It has the flow type industry general character, and also has its own individuality.Because the plant management plays an important role in flow type industry just like the situation in steel industry. To develop a Plant Management Information System (PMIS) suitable for the flow type industry will have positive and realistic function to enterprise development. The PMIS is composed of person, computers and etc., can help with the collecting, transferring, storing, processing, maintaining and using of the plant management information. Through establishing PMIS, plant synthetically management will be conducted all by this system. Also PMIS will ensure all the plant management process can be scientifically managed and will improve the work quality, efficiency and modernized degree and will help to realize the enterprise's operations objective.The author hereby is to apply the plant management theory and MIS theory into the plant management practice of Dalian Steel Group and consider the characteristic of flow type industry plant management synthetically to develop this plant management information system. As a subsystem of Dalian Steel Group CIMS Project this system is connected by other information systems to serve the informational process of the whole group. In this system, we use J2EE enterprise solution to finish the enterprise software system with B/S mode, which could make the system more robust and extensible. Through the application of this system, the quality and efficiency of Dalian Steel Group plant managements got remarkable improvement. At the same time, this system is significative to other flow industry in PMIS development.
