Distributed Virtual Reality System is a graphic system that supports the multi-people real-time interactive through the networking. In a virtual environment, every user can interact with other users through the computer on the net. The research work of DVR started in 80's,19th century, and rapid development of networking technology further boost the research and development of DVR. "Networking is computer" has gone deep into everybody's mind. Internet makes people on the earth contact one another. People stride over the geographic gulf and share resource, exchange information, or discuss specifically problem through the networking. This paper introduces a systemic research of a new DVR application development environment, and uses the technology to build a simple mono system of simulation of dam. We can build the client and server on different Operation System. Using the special client, user can access to the simulation server through the networking.The main works of this paper are as follows: 1. Building the 3D scene through the new networking-based interactive 3D modeling software standard—X3D. 2. Developing the browser which can explain, execute, presentation X3D files using in-line the open source provided by the Sun Company and Web3D consortium in the program. 3. Conforming the new transport protocol-vrtp to the networking communication module of the system. 4. Generally speaking, different 3D display module is demanded on different Operation System. To avoid repeated work, Java 2 Platform is chosen to explore the whole system.
