GDSS (Group Decision Support System) is a most important branch of CSCW (Computer Support Cooperative Work). The traditional GDSS are usually developed for a concrete application background and are lack of commonality and can hardly be popularized. That makes the replication in development of such systems. Due to the situation, this research aims at finding a way to conquer the problems found in group decision by the way of negotiation under network environment with the support of the Fujian Natural Science Fund. The GDSS by the way of negotiation under network environment is the emphasis of this research. It utilizes the fast and convenient network resource and uses the way of negotiation to improve the traditional decision model. Its technique is based on the popular J2EE architecture. Those all make the process of decision and forecast more effective and accurate.In the theory layer, firstly, the paper uses a modified version of the most commonly used decision model Delphi Model to solve the half-structural or non-structural problems, so that a consistent conclusion can be achieved even when the object is not very clear. Secondly, a kind of preference algorithm that emphasizes at the deviation of an individual from a group is used. It applies to the decision problems with multiple indexes. Some optimizations are applied to it to make it accommodate to the situation where the indexes changed frequently and make it run faster. Thirdly, the concept of dynamic decision maker weight is introduced. In the real world, every decision maker may have different view during the decision making process. To achieve agreement quickly, it is reasonable to lower the weight of those decision makers whose decisions deviate greatly from most people's decision. In the technique layer, the very popular J2EE architecture is utilized. An improvement of the J2EE architecture is discussed. The improvement is mainly in the business layer of the architecture. Besides, the substitution of the O/R mapping tools and Java Beans to EJB CMP is always discussed. The substitution makes the architecture more agile and reliable, so that the running speed of the software is in a reasonable level.The paper firstly introduces the concept of GDSS and its development course. Then the emphasis of the paper Web Based Negotiatory Group Decision Support System is unfolded. Secondly the theoretical base, architecture and the relative improving schemes is explained. Finally the paper discusses and summarizes the problems and their solutions faced in the application of the new decision system with a real system.This research brings forward a new Web Based Negotiatory Group Decision Support System idea based on the traditional GDSS. It utilizes the improved Delphi Model, introduced dynamic decision maker weight and its technique is based on an improved architecture. The architecture is common and practical in some extend.
