The innovation of EI is coming, and this project will have a broad market and a wide developing space. To adapt well to the market, the construction of EI become an inevitable choice of the Enterprise, and this trend will be more clearly especially after china entering WTO. If the Enterprise do not carry out EI construction, it will be washed out from the market sooner or later, which will be full of more and more drastic competition. From the actual condition of Xi'an heavy machinery research institute, and base on the manage concept and design idea of ERP&Integration System of Management and Control, We design an adaptable EI system, which include the following contents:(1)design and development of ERP systemThis part is developed from Xi'an heavy machinery research institute's actual condition, at the same time, it is designed on the base of manage concept and design idea of ERP&Integration System of Management and Control. Before the design and by referring to information, The author give a full expatiation for current actuality and the intending trend of ERP in modern world. We can see many ERP products at home and abroad , each of which has its strong point. This paper take the Germanic SAP company 's R/3 system for an example, and then , The author analyzed and studied the modularize and structure idea of ERP. On the base of it and considering the Xi'an heavy machinery research institute's actual condition, an primary ERP was designed.(2) design and development of the ERP&Integration System of Management and Control systemIn the movement of the information technology and modern technology of management, the enterprise should be become an intellectually economic form, and adopting the ERP&Integration System of Management and Control system can bring it to success. Putting the system in practice, we should disassemble the EI System into PCS, ERP and Integration System of Management and Control. And they respective take facility integration control, enterprise manage and highly consolidate of enterprise manage system as a core.PCS is the basic of the enterprise to apply automatic manufacture process andinformation integration. In this paper, the SIMATIC PCS7 system of Siemens Company is taken as an example for particular analyse. Had analyzed both ERP and PCS, The author designed and developed an ERP&Integration System of Management and Control system, which integrates the ERP and Integration System of Management and Control. Without a solid human resource manage system, the enterprise will never be successful in the drastic competition. The software PowerBuilder was taken as a tool to develop the subsystem of human resource manage of Xi'an heavy machinery research institute in this part.
