In recent several decades, the economy of the world has really made great progress. But it also has brought about some negative results such as the excessively exploitation to the limited resources and the pollution even destruction to the environment. So, the bad natural disasters often happen by it, even the survival and development of human beings is in danger. More and more people have realized this seriousness and the voice of protecting our environment becomes stronger and stronger. But, it's difficult to deal with the relationships between the economy's development and the environment's protection. The writer suggests that reinforcing the environment's monitoring is the best way to solve this problem. Through the concerned environment monitoring data, we can gain scientific foundations for persisting development strategy. Atmosphere monitoring is the most important of all environment monitoring since breathing is life and the quality of atmosphere directly influences the quality of life. In order to resolve the atmosphere monitoring problem, the writer puts forward a plan of the monitoring atmosphere in long-distance through establishing the atmosphere monitoring centers in large or middle city, and has established a model of measuring and controlling system to monitor and gather the atmosphere at long-distance multi-objects. Meanwhile, the writer has developed this system. And this system has main functions as follows: Monitoring the distance from the objects ( pick aback planes) to the main planes,and preparing for the communication between the main planes and pick aback planes(Pick aback planes are 16 at least,The distance is 2Km,The system can not only transmit date signal but also transmit sound signal);Surveying parameters of atmosphere at multi-objects (pick aback planes) such as atmosphere pressure , environment temperature, wind speed, wind direction simultaneously;Conveying the data from the multi-object to the main planes( The conveying is credible);Accomplishing the gathering of the atmosphere samples at long-distance multi-objective(gathering capability is 1000ml);This monitoring and controlling system's pick aback planes are carried by hydrogen balloons in order to set up object at high-altitude according to different needs.
