In order to improve the management and service level, raise working efficiency, speed up the construction of the digital campus and introduce the construction and managemen of university laboratories both nationally and internationally, it is necessary to develop the laboratory management information system ( MIS).With the up-to-date research achievements of Information Management System at home and abroad as a reference, use Distributed Database technique to develop Information Management System. Based on the management mode and characteristic of open-laboratory, The wide use of Internet and the development of the related technologies have great influence on the traditlonal Management Information System (MIS). The Information System based on Browser/Server mode has been advanced platform of Information Integration in modern time. The MIS based on Browser/Server was developed using mathematic theory, especially the knowledge of Fuzzy Mathematics Method .By using of the MIS system, the management, developing, appraising of a laboratory can be completed on Internet .This paper begins wish basic principle and the key technologies, discussing B/S based MIS design, development, security and optimization of system, and introducing the application of component and ActiveX technology. Based on the theoretical research, the Open Lab MIS has been successfully developed. In the first part, it narrates the source and research situation of the related subjects. In the second part, a brief history of the evolvement of network computing is presented and inhere defects of traditional C/S mode are pointed out. It introduces the construction of B/S-based MIS, and the requirements and methods of the updating from C/S application to WWW platform. It also illuminates the component technology applied in B/S mode, at the same time, compared with the popular web-database development technologies. In the third part, according to the software engineering designing, it presents the requirement analysis and the design of function, network construction and database. The forth part gives us the appraisal model of the MIS system of universities' laboratories. In the fifth part, it discusses the key technologies of the Open Lab MIS and makes a deep research on security and optimization of this system. In the sixth part, it summarizes the research results and analyzes the functions to be improved.
