Content-management system is now one of the focuses in the field of information construction, so more and more organizations begin to pay much attention to the study and development of the content-management system. Experts predicted that in the coming, the content-management will be one of the key factors for information construction.In the modern information society, the data of an enterprise are huge, which poses a question: how should they be effectively managed so as to be better shared by people concerned? The task of content-management is, by means of information technology, to assist organizations and individuals with the integration, management, sharing and publication of the content. This makes it easier for the enterprise and individuals to obtain useful data, and offers a strong support to a company's management and development strategy, thus enabling an enterprise to earn considerate benefits.This paper introduces the concept of content-management. Based on a firsthand investigation about content-management technology and products, it analyses the present situation of content-management research both at home and abroad, and concludes to the functions of content-management. It makes a design for the framework and structure of the content-management system after introducing and analyzing the specific technologies adopted to realize the content-management such as XML technology, web service technology, etc. With the help of XML and some related technology, XML-based Extensible Content-management System (XECMS) is designed and realized in this dissertation.The major task of this paper is to abstract the framework and structure of the content-management system and make a whole design for XECMS. Guided by the course of content flow (Produced->Managed & Shared->published->Gone), it realizes some major function modules such as RDF database, search engine, content publication and etc. A systematic illustration of the XECMS design is given in this paper and the author also makes an attempt of applying thecontent-management to the security management system in sea transportation, to assist the shipment companies to manage this document system.This dissertation consists of six chapters. Chapter I is the preface. Chapter II gives an analysis and introduction of the XML technology, XML-related technology and content-management technology. Chapter III is the design of the framework platform and the system-structure of the content-management. Chapter IV is the design and realization of the XECMS platform. Chapter V briefly introduces XECMS' application in the security management of sea transportation.
