Scholarly communication is an important part of scientific activities and significant measures for the development of science. The development of the computer and network technology offers new methods for scholarly communication and also leads to the reformation of the scholarly communication system. This thesis, through analyzing the process of the scholarly communication under the network environment, probes the changes of each segment of the scholarly communication system, summarizes the scholarly communication model based on the network and its developing trend, and shows the strategy for the control and management of the scholarly communication.The thesis is composed of five parts:The first part is designed to analyze the process of the scholarly communication, to summarize the function of each of element in the process, and to probe the reason for the production of the scholarly communication based on the network, according to the transformation of the scholarly communication and the scholarly communication mode under the paper environment.The second part analyzes the releasing state of the network scholarly information, such as the releasing mode adopted by the disseminators, and their receivers, and the economic problems during the process of the network releasing, especially the cost and price. This part also offers a case study of the releasing of electronic scholarly journal by the American Economic Association analyzing a way of non-profit scholarly publication.The third part begins from the types and the present condition of the commercial information service, probes the economic factors effecting their scholarly information releasing process, and summarizes the features of their services.The fourth part is about non-profit information service organizations, such as libraries and other information service organizations, which are supporting by thecountry taxes. These organizations have two important functions: the collection of information resources and information service. The development and transformation of the two functions in the network environment will be discussed in this part.The last part summarizes the model of scholarly communication based on the network, analyzes the developing trend of the scholarly communication, and finally probes its control and management.
