With the prevalence of SMS technology and application, a developer is able to design menus of abundant functions and easy operations in the SIM card with STK technology so that OTA customers can regale on the incremental services with that china mobile provide them by the visual and interactive means. Although STK technology has solved the problem of the use and realization of the incremental services when it just appeared, because OTA customers can't conveniently modify the menus in the SIM card, STK technology can't be popularized. commercial STK cards open a good scene really until the appearance of Over the Air Technology.First, the thesis refers to several interfaces over the air such as WAP, GPRS, CDMA1X and SMS. Then, there are two kinds of realization technology when OTA services are downloaded. One technology is Brower technology, the other technology is Card Home Interpreter technology. Finally, the characteristics of Brower means is compared with ones of CHI means and the relation java card and OTA Technology is explained.Presently, CHI means is the best means of downloading OTA services. It only requires the lower network resources, is operated simply and conveniently, and runned most quickly. CHI is integrated with STK and SMS channel to realize the downloading of OTA services. STK card supported OTA technology provides the request of downloading OTA services with human machine interface. According to the user's request, OTA Service Server transfers downloading corresponding service data to his STK card transparently. After receiving it, STK card reorganizes and stores it in order to realize menus management in STK card.In the thesis, OTA application protocol stack and security over CHI means are depicted roundly. OTA service system finishes all kinds of service flow by means of the communications OTA service server and OTA card. Their communications adopts SMS-PP transport mode depicted by GSM 03.40. According to the orientation of data flow, short message is divided into SM-MO (Short Message Mobile Terminated Point-to-Point)and SM-MT(Short Message Mobile Originated Point-to-Point). SM-MO denotes the capability of OTA service system to transfer a short message submitted by OTA card to OTA service server via an SMSC. SM-MT denotes the capability of OTA service system to transfer a short message submitted by OTA service server to OTA card via an SMSC. The communications of CMPP communications server and ISMG (Internet Short Message Gateway) adopts CMPP2.0 protocol. In term of security data package format definition in GSM03.48, user-defined coding format is adopted in order to improve coding efficiency when reach the same security and above. OTA service message is divided into OTA service SM-MO message, OTA service SM-MT message and RFM(Remote File Management) SM-MT message. Key management, key disperse arithmetic authentication mechanism, data encryption contribute to the security of downloading OTA service. Synchronization mechanism is implemented by synchronous counter. It makes sure the synchronous status OTA service server and OTA card and prevents lawless users from transferring message repeatedly to OTA service system. Therefore, it has further improved the security of OTA service server.In the thesis, according to RUP, the whole OTA service system is constructed by CHI means. From the view of physical structure, the system is composed of OTA customer client, customer service staff client, business staff client, menu administrator client, system administrator, two web servers, CMPP communications server, OTA service server and database server. for the sake of spanning platform and saving development charges, the system adopts java, B/S structure, struts framework and EJB component technology. From the view of logistic structure, the system comprises communications subsystem, two web subsystem and OTA service subsystem.
